Question

Who pays for a bicycle kept in the hall?

Who pays depends on the section a bicycle kept in the hall falls under, on what the conditions name inside that section, and on the excess set out on the schedule. What the conditions do not name is not insured by silence: it is simply outside the section.

A bicycle in a communal hall is in the home and not quite in it, and the schedule says which of the two the policy treats it as.

The frame number is stamped under the bottom bracket. It is the detail that makes a bicycle a specific bicycle.
